Of course this is why the Russians have done so well with space. They
could generally get away with less reliable systems and just try a few
extra times to get it to work.

Actually, Greg, the Russians have the most reliable launcher in the
world, the R7 family, also known as Soyuz. Here's a quote from Mark
Wade's Encyclopedia Astronautica:

"By the year 2000 over 1,628 had been launched with an unmatched
success rate of 97.5% for production models. Improved models providing
commercial launch services for international customers are even now
entering service. It appears the R-7 will easily be in service past
the 50th anniversary of its first launch."

Compare this to Titan IV, Space Scuttle or Ariane...

Well, if you compare it to the shuttle, the shuttle is MORE reliable.

It's probably more accurate to say that the R-7 is the only launcher in the
world with a good stastitical model. One more failure won't budge it much
from the 97.5% success rate. Another shuttle failure would move the shuttle
down from 98% success to just under 98% success: a notable drop.
