In my opinion: yes.

The first radio-pioneers were not payd by a company (google for a guy
named 'Armstrong', I forgot his first name, but I'm sure is wasn't
'Neil') who developed the first radio receivers.
In fact, these people were also 'radio-amateurs' long before the 'name'
HAM appeard.
Also the first EME QSO's were made by HAM's (military hams that is...,
and as far as I know).
If I'm not wrong, the frist EME QSO was before a lunar satelite was
launched, or even before the first succesfull launch attempt.

Again: correct me if I am wrong.....

Also, IIRC, the data transmissions from the Deep Solar System probes is
basically Packet Radio. Why invent new technology if the tried and true can
do the job just fine?
