JimO note of interest re Soyuz TM-9 'flexible launch date':
At the STS-115 press conference yesterday (August 11), JSC PAO Rob Navias
explained the current planning for the launch date of Soyuz TM-9 ("13S" in
ISS scheduling documents). It is now set for Thursday, Sep 14, at 05:44 gmt
(11:44 am local time). If Atlantis (STS-115) launches on August 27, the
current planning date (at 20:30 gmt), the Soyuz launch date is still the
14th. Subsequent shuttle launch windows occur daily, 24 minutes earlier, and
if Atlantis gets off the ground by September 3, Soyuz still goes on the
14th. BUT if Atlantis is delayed further, to Sep 4, 5, 6, or 7th, Soyuz will
bump 4 days later, to Sep 18 (approx 10:08gmt), to avoid conflict between
docked vehicles. Atlantis has until September 7th in its launch window, and
if it hasn't made it by that date, the Soyuz launch returns to September 14
like it had been previously [this implies it continues the count towards Sep
14 through the period Sep 4-7, and only bumps to the 18th IF Atlantis
launches on one of these days]. If there is still a chance for the shuttle
to launch AFTER Sep 7, it will be time for serious negotiations between NASA
and RSA -- because the Soyuz landing will be the first time for a new
recovery forces agency, both sides agree that a daylight (or NEAR sunrise)
landing is necessary, and that occurs through September 29. Although
technical issues always remain a possible cause of shuttle delay, the
greatest threat comes from weather - this will be at the height of hurricane
season.
