WASHINGTON, Aug. 5 — NASA intends to follow "to the letter" and without
debate any recommendation made by the board investigating the loss of
the space shuttle Columbia, the agency's deputy administrator said
today.

The official, Frederick Gregory, told reporters at a news conference at
the Kennedy Space Center in Florida that NASA would not argue with the
findings and recommendations of the Columbia Accident Investigations
Board, which is to issue its final report at the end of the month. The
Columbia broke apart during descent on Feb. 1, killing all seven
astronauts aboard.

"We will do the right thing," Mr. Gregory said in assuring that NASA
would follow recommendations intended to get the remaining three space
shuttles flying again. The agency will do what it is told it needs to do
to resume safe space flight, he emphasized, and it will not debate the
particulars of the coming recommendations.

Top NASA officials are at the Kennedy Space Center for the first meeting
of a 27-member panel of outside experts that the agency established to
oversee its compliance with the recommendations. The panel is headed by
two retired astronauts, Richard O. Covey and Thomas P. Stafford, a
retired Air Force lieutenant general.

The review group is to hold its first public meeting on Thursday at
Kennedy after briefings on shuttle operations at the launching site.
Most of the panel members have had no connection with human space flight
and need to familiarize themselves with the shuttle, officials said.

The agency's associate administrator for space flight, William F.
Readdy, said the timing of the first shuttle flight since Columbia's
loss would be determined by how soon the agency could complete
milestones in complying with the coming recommendations, rather than a
rush to meet a particular liftoff date.

NASA has set an unofficial date of resuming shuttle flights by March
2004, but Mr. Readdy said this "ambitious" goal was intended to maintain
the focus of teams working on different changes in shuttle hardware and
operations. The period from March 11 to April 6 is a good target date,
he said, because it satisfies criteria for a daytime launching to the
International Space Station that can be well monitored.

Sure they will just like they did the last time they messed one
up. Maybe they should save a canned response so that when it happens
again and again they will not have to repeat themsevles.
