Probably the last remnants of a space faring species which relied too heavily on VW emissions software?

Or, the last remnants of a civilization stupid enough to use diesel in any vehicles other than commercial transport.

Dumbty built a GREAT [diesel] space station, to fly around The Moon
And every day a few more of the 0.1% would fly out to His private club
To play a round of low-G golf and lobby the Raving Loon.
While they all bathed in a solid gold swimming pool and all sang "rubadub."

They all thought themselves 'entitled' because they all had so much
Of everybody else's wealth and income, their lives they lived like gods.
But then the Chinese spoilt the party and started World War Three.
So spaceflight was off the menu and lunar takeaways no longer so carefree.

Of course they sold weapons to both sides, a nice fat profit to be made
Their wealth grew even more obscene but they didn't give a damn
They were no longer mere mortals and they could have, anything they desired
As they lived the rich life, right up there, where nobody [rich] expired.

The 0.1% decided to hold a last GREAT party, they called "The Lunar Ball"
To celebrate Xi pressing the big red button and destroying the world for all.
It wasn't long before the caviar and truffle 'dogs, they were all eaten up
The finest Champagne and antique Port went down, just to quench their thirst

As soon as they were sipping from the ****-filled swimming pool, from gold and be-jeweled spoons,
They realised their time and their evil reign, was finally and really, UP!! ;-)
