Is there an external Webcam on the ISS ?.
If not, any reason as to why ?

It would cause security issues with the visiting UFOs, X78s and other vehicles
that shouldnt be there

It is called EarthKam. Not sure of the exact web site for it. It isn't quite a
web cam (you don't have live images 24 hours a day), but students can request
pictures to be taken of certain areas and images are them automatically taken.

One problem with the ISS is that it lacks reliable high speed bidirectional
communications. The crtew tend to collect data, put it in a folder on some
laptop, and when there is a window of KU band coverage, ground accesses that
laptop remotely to copy the files to the ground.

They would need to send more TDRS satellites up to increase capacity for the
various users such that the ISS could get 7/24 access to KU. Then, one could
have stuff such as a web cam.

Who says it has to be updated at regular short intervals? And where would you
put it?

Hmm.
Would a stock Iridium phone work in ISS orbit? (are there any with integrated
cameras?)
The planes are seperated by some 28 degrees.
Iridium is around twice as high than ISS.
Each Iridium bird is spaced around 3000Km apart on each plane, and the planes
are 3000Km apart too.
It's probably reasonable to assume that the coverage is some 4000Km in
diameter for one bird.

Naively, one might expect that this would be 2000Km on ISS, neglecting
better antennas.

This would lead to around 8 hours a day coverage with times of up to around
ten minutes, and gaps of around 10 minutes.
Or maybe a couple of hundred pictures a day.
