Default Launch weather

Hi folks, I was wondering if there maybe was anywhere where it might be
better to locate a launch facility where it would not be affected by weather
as much as the Cape seems to be these days.

As an aside, will Orion launches face the same problems, as apart from the
landing method, presumably, cloudbase and rain etc, will still be relevant
then?

Orian will not have an RTLS abort to land on a runway, so its launch weather
requirement should be much better than shuttle's.

Range safety me have a requirement for visual observation, but I don't know
what it is.

The Russians brag that they have never scrubbed a lauch due to weather with
the Soyuz. They have launched in the middle of a blizzard.

Somewhat better - because you still have to consider SAR in the event
of a pad abort and in potential landing areas during ascent.

Yeah, well that is already done, but doing a shuttle from a boat might be a
bit of a problem due to the lack of a nearby landing strip.
