If your home were destroyed or made unlivable by terrorists, should
will the goverment replace it? Realize most insurance excludes acts of
war and terrorism... Could the US be left with more katrina victims or
would the government make us whole?

Well, which is it going to be? If we blockade Saudi Arabia, they will have
no exports to tax. If you tax their exports, they'll just sell to someone
else (like China).

You misunderstand me.

The purpose of the blockade is to ensure that they do not make exports
to anyone without the tax being paid.

I mean all exports, not exports to the United States.
