I here propose ways in which this could be made to work. I'm not sayiong
all obvious problems are overcome at this stage. That is the point of the
need for working groups, white papers and the probosed symposium.

Ah...... that has worked for crazier things.... Those symposia are fun! Even
a white paper pays the staff and should be good for a lunch or two.....

Actually this is hardly a new idea. For an example of a simple adaptation of
a submarine into a space ship I refer you to the serial "Flash Gordon"
(1936) in which the space ships look a good deal like Captain Nemo's
submarine and are actually maneouvered using periscopes.
