Default ship floating on atmosphere

Hi!

Is it feasible to make a ship that floats on the atmosphere? A kind of
bowl with the bottom at 5-10 km and the top so high that it can be
sealed with a thin lid that would only need to stand low pressure at
20-30 km. The inside should be empty - vacuum. On this platform there
might be a ramp to launch space vehicles and from the bottom there
should be a lift down to the ground.
