Default Delta II Cost - $56.7 million

With today's (8/29/03) Boeing exemption exception announcement
by the Air Force, we have an up to date data point for a
Delta II/GPS launch. A Delta with nine solid strap-on motors
and a third stage costs $56.7 million.
