Dear Mr. tax spending fool, or perhaps you're just another snookered
village idiot like myself.

You can explore space and of other planets quite nicely without frying
astronauts, even without anything ISS. Doing such for a fraction of
the cost and by way of utilizing existing levels of technology.

Again:

Demonstrate substantial short-term profit potential in manned
spaceflight, and you will attract private investment. Fail that, and
you won't. Private industry is only interested in bird-in-the-hand
profits, or as close to them as possible.

Since there is no short or for that matter long term profit in manned
spaceflight, and won't be unless technology has a paradigmatic shift
ahead, private industry has no interest in it.

NASA failed to take us to the everyone-gets-to-go-to-space era because
as a world-society, we don't have the technology to provide that
affordably.

That's the conventional, common wisdom as pretended by nasa.
Congratulations on imitating a parrot.
The truth is that nasa was not allowed by it's governmental handlers to
obtain CATS.
Why not? National Security. US Military Supremacy in Space. Best Interests
of Aerospace/Weapons Industry. War dogs hate CATS and they are more of an
obstacle than the new space transportation technology which they squelch.
