What does it mean then?

It means that they are treated on the same basis as all the other
countries with that status (i.e., most of them). It just means that
we have normal trade relations with them. There is nothing special
about China.

The SS rank was bestowed on him by Himmler, probably in a bid to gain more
influence over the V-2 project. WvB appears to have been embarrassed
about it, and reportedly never wore the uniform. But one did not refuse
an honor offered by Himmler...
