What are those dials on the NOAA-N satellite ?

Default What are those dials on the NOAA-N satellite ?

Looking at the anomaly report describing the accident (at
http://www.spaceref.com/news/viewsr.html?pid=10299) I noticed that the
midsection of the satellite has many large "dials" on it (painted
yellow and white).
Anyone know what they are for?
