This is not surprising. MacArthur insisted that the Japanese renounce
war in their postwar constitution. If Japan were attacked by China or
the USSR with nuclear weapons, they would have to depend on the
military of the US to defend them.

To this very day US forces are deployed in Japan as a buffer to North
Korean, Russian and Red Chinese aggression. If Japan were allowed to
maintain a sufficient military it would not need American forces.
Ditto for South Korea.

I still get a kick out of the present Japanese plans for a nationwide
laser ABM system.
Let's see King Ghidorah try to fly into Japanese airspace once _that's_
in full operation.
But Mothra must of course be given a IFF system to avoid being fired
upon when its called upon in Japan's time of need.
Japan must use Zen cunning to stand by the words of its constitution
while successfully defending itself ...no offensive forces...no atomic
bombs... doesn't say anything about flying submersible battleships armed
with Zero Cannons though, does it?
Doesn't outlaw fighter planes that can transform themselves into
30-meter-high killer Geisha Girl robots either, does it?
Musashi Miyamoto knew the key to it all was doing the unexpected form of
attack.
And I doubt the Chinese People's Liberation Army is ready to deal with a
onslaught of tens of thousands of radioactive ten-meter-long Japanese
Giant Hornets either. :-)
All joking aside, Japan has saved itself a fortune in national treasure
by not building a giant military force, that was instead invested in
building up a very sound and profitable national industrial base that
produces products for sale to the world.
Spending money on a new factory to turn out better cars more cost
efficiently is going to make you a hell of a lot more profit in the long
run than one that turns out billion-dollar-per-copy Stealth Bombers.
