This is a documentary from 1999. Here is an online review:

Red Files: Secrets of the Russian Archives Revealed, Part 3 - Secret
Soviet Moon Mission - 1999

PLOT DESCRIPTION

The third installment of the four-part PBS series provides a detailed
profile of Sergei Pavlovich Korolev, the mastermind responsible for the
Soviet space program. Under his leadership, the Soviets achieved early
triumphs in rocket science that frightened America and spurred the
United States to spend billions on an accelerated space program that
resulted in a U.S. moon landing in 1969. However, despite Korolev's
astonishing achievements, he died with his greatest dream unrealized:
to land a Soviet citizen on the moon. Using footage and declassified
dossiers released by both the Russian KGB and U.S. government archives
following the dissolution of the Soviet Union, this series chronicles
the Cold War, filling in historical gaps from a Soviet perspective. ~
