Default Missing mass

Can anyone give me correct figures on missing mass? I think we actually
observe less than 3% critical mass, plus a bit in CDM haloes. That
leaves about 27% cold dark matter calculated mainly from the
magnitude-redshift relation, using supernovae as standard candles. Is
this right?

Do we calculate a figure from the microwave background based on the
universe having 1/1000 its current size at decoupling. Do we know
density at decoupling?
