Thanks for the link and top marks for Darren Baskill for his excellent article. But, aren't we all getting tired after having advanced all the arguments of seeing hardly any change at all. Some street fittings have been updated but many fall short of full cut-off. The energy wastage doesn't seem to wash over local authorities or taxpayers. The Essex experiment is being derided as outlandish. Well, top marks again to Councillor Rodney Bass of Essex County Council for having the balls to proceed with his sensible programme od reduced public lighting and may it be an eye opener for others. The 'safety' and 'security' arguments play on two basic human emotions: fear and ignorance. The public is constantly being manipulated by the media to maximize their response to both and the crime prevention lobby feeds on their reaction. I cannot see a way out of this vicious circle until the government comes off the fence and produces an authoritative edict to curb light pollution.
