This reads like the first step in abandoning the ISS program; a lot of
the science mission (small that it is at the moment) is apparently
getting tossed out the airlock.

It never did take much effort.

ISS is nothing more than a shining testament to the axiom that government
can *never* admit to screwing up a truly expensive program and therefore
*must* continue to fund it, because admitting error is simultaneously
admitting to wasting money, something no politician will ever do publically.
The more expensive the program, the lesser the chance it will be cancelled,
because of the greater chance that an incumbent will lose the next election.

It looks real. The breifing was prepared March 5th. Essentially what
happened was that an organization which was already pared to the bone was
required to cut costs, and this is the result.
