Default Leap Seconds

The thread discussing the defintion of midnight 00:00:00 or 24:00:00 had
me wondering when are we going to get another leap second. We have been
holding at 32 (see USNO "leap seconds") for around 5 years now and that is
nearly double the time that we have in between them since we started
keeping track of them over 30 years ago.

Any thoughts?
