Default Speed of Light!!

If time runs slower close to massive body, does this mean speed of light will
slow down? If so, then how is speed of light constant?

The speed of light is currently a constant as per classical Einsteinian
relativity. I say "currently" because although it is believed that the speed
of light is a constant now, it has recently been proposed by some
cosmologists that the speed of light may have had different values during
the growth of the universe.
