Default Earthquakes and the Earth's Rotation

Saw this news item:

Note, incidentally, that earthquakes don't follow a seasonal rhythm due to the
Sun's apparent motion in the sky slowing down and speeding up every year to result
in the Equation of Time.

No, this is due to a temporary slowdown in what is manifested in the apparent sky
as stellar circumpolar motion.
