Though, I don't really think of Wolter's theory as exactly push, since
there is no collison of particles exchanging kinetic energy and
causing friction as in the traditional push theories, at least the way
I understand it.

Of course it is a push theory:

Rock sit on Earth.
Fluid push rock onto Earth.

How else would a force be exerted?
