shortage of Kurs because they are built in the Ukraine, and the

Hell, it would be in ESA's best interest to jointly fund and develop Klipper
so they can do away with any reliance on the US for manned access to space.
With the end of the shuttle program looming and lack of any tangible US
replacement, it would be the prudent thing to do.

Since ESA paid for the development of a modernised, russian-built version of
Kurs, I doubt RSC-E will go for the European Rendez-vous system, when they
can just reuse that ATV dedicated Kurs, with minimum changes. Beside, I
doubt the european companies involved are willing to give their design to
the russians for free ( I'm not speaking HW, here, but know-how ).
