I don't remember the name of this book, but the tunnel was in Virginia. Maybe the one to the Delmarva peninsula or the one between Norfolk and Hampton Roads. Or set a fire in one of those grandfathered unsprinkled skyscrapers, or in a crowded nightclub or church, or drive around the suburbs with a sniper rifle in a car that has a little hole cut in the trunk.
