Almost a century ago Prohibition poured vast wealth into the pockets of criminals. Folks who said it should be repealed were told there would be drunks in the street. It was repealed anyways and the drunks did not materialize. What happened is 12 step programs flourished and across generations fewer started drinking heavily. Now we've gotten back to the point that non-distilled beverages are more popular and the market for distilled beverages is steadily declining. Prevention and social pressure beat legal punishment. Taxation beats smuggling. Profit to lots of small businesses beats profit to the few killers who survive their turf wars. Amazing how all of that works. Addiction is a medical problem. The call to adventure strong drink and illicit drugs promise reflects a social problem. The first is addressed by a well thought out medical program. The second addressed by a well reasoned social program. In no case does criminalizing drug and alcohol use achieve either end. |
