Did NASA not plan to have the foam fall off so the Government could have a

Just because you can come up with an idea (or read it somewhere on the
net) does not mean that the idea has any merit.

I am critical of much of what NASA has been doing, but I have not seen
any evidence that the foam falling off is by intent. They have already
annouced a plan to wind down the shuttle program in 2010, which is not
very far away.
