Default Implications of gr-qc/0511160 for Bekenstein's relativistic MOND theory?

Have people read gr-qc/0511160? what do they think. The subject is
definitely provocative.
anyhow one question I have is that if this paper is rellay right does
this indicate Bekenstein's
relativistic theory of MOND which contains a vector field?
