Default MOND & Carmeli

Moshe Carmeli claims to have shown that Schwarzschild + expansion will
lead to a MOND type acceleration.

These papers are published, and he has a stack of other published work.
Trouble is most of it doesn't look like it makes sense to me.

Can anyone express a view on Carmeli?
