Default Tether article in Scientific American

The Cates would probably be pleased to see a tether article that was in
the August issue of Scientific American (it's still on the shelf at the
Fry's I go to).

They talk about a conducting cord moving through a magnetic field and
note Jupiter has a strong magnetic field (though little sunlight).
