Default Saturn polar heat anonaly; A Hilsch Tube-like effect?

Just a half-formed idea; Where else do we see spinning gas form a heat
island at the center of the vortex?

Wasn't there an observation that Saturn's magnetic poles were offset
from the rotation axis? This heat may show the generation process of a
new magnetic field, exerting itself against the residual magnetism of a
former polar location.
