Instituted during the Clinton administration (by Shalikashvili, I believe) with much unhappiness from the Special Forces. The idea was to make everyone feel "special." And none of the regular Army I've talked to are very happy with their new headgear either. There was also the little issue that they ended up being manufactured in China... |

What does it mean then? It means that they are treated on the same basis as all the other countries with that status (i.e., most of them). It just means that we have normal trade relations with them. There is nothing special about China. |
