In the early stages, the station would have only been man-tended during
shuttle flights (starting with SSF MB-5, so-called "Man-Tended Capability"
or MTC) and unmanned in-between. The station would only have been
permanently manned after SSF MB-17 (so-called "Permanently Manned
Capability") which delivered the CRV.

So, prior to MB-17, the station would have just continue unmanned. Post-MB-
17, the station crew would have stayed onboard as long as possible,
returning home in the CRV and leaving the station unmanned if the shuttle
were grounded for an extended period.
