I have found this article in www.flightglobal.com:

The headline is:

One more reason to oppose Ares...

Jeff


Ares provides too many jobs and props up too many careers. It will not
be cancelled unless private crewed spacecraft are flying rings around
ISS, and perhaps not until Ares is killing people.

That's the 'soon' part of 'safe, simple, soon'. The other parts are
just as accurate.
