Formula to derive Time at a point on Mars

Default Formula to derive Time at a point on Mars

I have seen a couple of Java apps which can calculate Mars time given Earth
solar time. Is there a way to express the conversion simply enough that I
could put it into a spreadsheet.

Eg. Mars Time (at prime meridian) = f(Earth Time GMT)

A point of reference where time on Mars and Earth are known precisely is
required, but I don't have it.

A useful alternative could be to calculate the longitude of local noon on
Mars given a time on earth.
