Default Shuttle flights needed for ISS completion

I've seen the figure '38' for the
estimated number of shuttle missions to complete assembly
and stocking of the ISS. Where is such a number
officially documented?

The current (public) assembly sequence and flight manifest is shown at
http://spaceflight.nasa.gov/shuttle/future/index.html

This shows only about 25 STS flights.

Spaceref.com has a NASA pdf chart showing planned shuttle
flights to complete the ISS. I don't know if it shows
everything:

Maybe the 38 includes Russian Progress, ESA ATV and JAXA HTV resupply
flights.
