the shuttles that is - it keeps em where they can be most useful
and avoids the most dangerous part of the mission - reentry

Well they'd need some solar panels or something to replace the fuel
cells, and would probably need more OMS fuel for reboost...

But the big question is, were you planning to finally build the old
orbital parachute idea, or were you going to be writing a big check to
the soyuz factory for the equipment to retrieve your crews?

the latter, until a decent LEO crew shuttle is built.
