Actually, under the Clinton administration the State Department decided to outsource its troll requirement due to an inability to hire and retain trolls in house. An unamed FFRDC (Federally Funded Research and Development Corporation) helped prepare the original requirement's document for trolls. At that time, trolls were required to be American citizens (its pretty hard for a non-citizen to pretend to have access to classified information), or at least ex-members of NATO governments. They also had to pass a 3rd grade reading comprehension test and sixth grade writing skills test, and show the ability to use a spell-checker. During the early days of the Bush administration, the contract for the State Department Troll Service (SDTS) was given to a Halibuton subsidiary (United Seafood), who then promptly received a waiver from the office of the vice-president allowing them to outsource lower-grade troll jobs overseas. (All records of this meeting are currently unavailable due to executive priveledge.) It appears, from the evidence, that one of the major subcontracters is located in Belgium. High-level trolling is still supplied domestically, and it appears that one of the major sub-contractors is Fox News. |
