Default Expedition 18 - landing

I wonder why there is no system which detects landing an jettisons the
chutes so the wind, which seems nearly always to be strong at the site, does
not tip over the crew module?

Probably because nobody wants to have any automatic system that avoids a
little inconvenience when working perfectly and dooms the crew when it
fails and releases the chutes too early...
