Can one actually do non 'polar' launches from Vandenberg? I suppose
SpaceX may have some "polar" orbit launches on the manifest, but most
of their launches are of the other flavors.

The Israelis launch westwards to orbit from a latitude not much
different from that of VAFB, and there is nothing much to the West of
VAFB unless one counts Hawai'i. (IIRC, VAFB _does_ sometimes launch
roughly westwards, aiming towards Kwajalein.)

You give up a lot of payload doing that. The Israelis don't have a
choice, given where they live. SpaceX doesn't offer anything but
near-polar orbits from Vandenberg.

Warhead RV tests - and missile tests that you do not want to get to orbit.
