True, COTS D is only intended to deliver crew members to ISS. http://www.nasa.gov/pdf/166914main_FS_Orion508c.pdf According to the above, Orion is being designed to carry six crew members to ISS. This PR document also insists that Orion will be able to stay docked at ISS for up to six months and that Orion will have the ability to carry cargo to ISS on unpiloted missions (which would also compete with COTS C).
