Default NASA cant say no anymore

So NASA are no longer in the ability to send rockets to ISS and the
proposal for a space hotel returns:

At least not with Soyuz; maybe they are thinking of some sort of new,
fully reusable passenger carrier system?
More likely, it's just BS to get people to buy stock in their company.
