Default Soyuz for downmass

Soyuz could be flown unmanned (or with a single cosmonaut) to the ISS
to provide downmass capability. (The volume is not big and its not
cheap. But then neither was the STS.)

Soyuz/Progress is on the way out:

It'll be a few years yet, and Dragon will likely already be in service,
but development of the replacement systems are already underway. Had
rational decision-making been in place during the 80s, Soyuz might
have already been replaced, both spacecraft and rocket with something
like Zenit and a "super-Soyuz" called Zarya.

At any rate, the new system will have substantially more room and
payload, both up and down.

I'll believe it when I see it. The Russians have been "designing" a
replacement for Soyuz/Progress for decades. It never gets funded
because it's cheaper to just keep flying Soyuz/Progress.

What happened to Klipper ? It got Klipped ?

Looks that way.

While I agree that Russian plans are just that until something really
flies, perhaps this time around there may be greater motivation. With
the USA having stopped its manned space programme, the Russians have
become commercial carriers and see money in being able to transport more
people to/from the station. (and possibly hotels).

Possibly, but both Boeing and SpaceX are developing commercial capsules.
SpaceX is actually getting ready to fly Dragon.

Despite Virgin's amusement park ride up/down, there is still demand for
a real experience into space for tourists which adds to the the
commercial demand for ISS crews.

Virgin is going to operate in an entirely different market (suborbital),
so it's not a threat to Soyuz.

If adding seats to the ship means you get an extra $20 million
per seat, this could be a profitable proposition.

Possibly, but this will only happen if money magically appears to fully
fund development.

Really, the current financial conditions are what has elongated the
problem. Nobody wanted to be seen to be wasting government money on things
at this time.
I think one of the big problems is still that accountants cannot cost the
cultural and possible spin off value of this sort of endevour. Untill they
can.....
Do everyone a favour run over an accountant today!

joke.
