Sounds a little like they use a sort of diplomatic code, which would be a
good way to go since diplomatic law is voluminous and well-tested by
prior ajudications. Either that or the modules are simply national
territory. The astronauts/cosmonauts are not covered by diplomatic
immunity AFAIK. If they are active-duty military personnel then another
set of laws might apply.

An interesting case might be when a US citizen commits a crime in the
Russian module and retreats to US module. He would be protected by
extradition law, in which case when he got on a Soyuz for the return trip
he would be subject to arrest. A Shuttle return would be better.
Perhaps the solo US astronaut could get in the Soyuz and land in ...
France?

At which point s/he would have added theft of a spacecraft and
the endangerment of the crew left behind without a lifeboat to
the list of offenses. Not to mention being stuck in France...
