Not AFAICT. According to the proleptic Julian calendar the solstice came
on January 1 during the 14th century BCE, but of course this was
centuries before the invention of the Roman calendar, let alone the
later addition of January and February. It wasn't until 153 BCE that
January 1 was designated as the beginning of the Roman civil year. By
the time of the Gregorian calendar reform the solstice had slipped back
to December 11 or thereabout.
