So the obvious answer there is to reduce the amount of labor required.
Which is one thing they're attempting with the EELV program. At least on
the checkout/launch end.

Well Russia now has that plan for a six person manned launcher. no doubt

they
lack the money to build it

Why doesn't NASA buy a bunch of these for use in the US? Could the shuttle
launch platforms be modified for these?

Oh US contractors like boeing and their workers would just love that NOT!

I think that was a contribuitor to the WMD rules with russia. avoiding the lost
jobs and employment

Specifically Iran. Of course, even if Russia wasn't helping Iran's WMD
programs, Congress would still be much happier spending money at home
rather than Russia, even if the bang-per-buck in Russia was several times
better than in the US, which is the right thing to do, IMHO. National
governments have a primary responsibility to help out their own citizens
and companies.

Oddly enough the populace is encouraged to buy everything for the lowest price
which leads to seroius industries lost in the US, while the government tends
to buy american at high prices. I am not disagreeing with buy american just
noting its a fact.
