I think that topic is covered in the paper. It would seem most of that
processing was done by the digital imaging groups within NASA's various
centers with some outside help from consultants from Lockheed/Martin, etc.

See Section 8.0 of the previously cited document.

To my knowledge this enhancement is still the limit of what is possible
to gain from film today. It would be interesting to process other historic
films that way before the original material degrades to much. That
possibility is not widely known.

Near the end of the film era Kodak was producing some amazingly fine
grain 35mm films in the ASA 25 range that could produce fantastic
resolution upon enlargement. Also it's hard to beat film for dramatic
color effect when using optical techniques such as long exposure with
polarizers. I have been fortunate enough to capture such scenes on 35mm
"Kodacolor 64" with extremely subtle shadings that I have no clue how
I'd duplicate with a digital camera.
