The SLC 37 Horizontal Integration Facility is owned by Florida Spaceport Authority, as is all of SLC 41 - the Atlas V pad. Irregardless, NASA-TV usually only shows NASA mission launches - even if they are launched from DoD property - and DoD range resources are used to support NASA shuttle launches, etc. The Delta IV Heavy launch is funded by DoD.
