Default "The PH-D proposal - A manned mission to Phobos and Deimos"

It's by S. F., Singer. It's listed separately at the NASA technical
report site, but there's no copy online. CASI does not offer it.

It's from The Case for Mars; Proceedings of the Conference, Boulder,
CO, April 29-May 2, 1981. I can't find that online anywhere.

Can anyone help me with this one? Thanks.

In one of Geoffrey Landis's papers, he uses it as a reference:

I found the paper referenced in several places. It's popular.
