This could have been done by the USA any time over the past 36 years! Back in 1980 it had the technology, and the reputation to honestly provide secure communications globally. The US military intelligence complex dragged their feet and lost the ability for the US to project soft power by being of real benefit to others. Increasing the reliance of the US on its ability to project hard power through military dominance and covert actions. This benefits the military intelligence complex to the detriment of the government of the United States and its financial system.
